MEETING MINUTES

July 6, 2009

In attendance: Michael Motherway and Russell Perry.  Called to order at 7:30 pm.

 

DEPARTMENT HEADS:

Road Manager – David Buxton reported that roadside mowing has started and it should be completed by Friday.  With regard to Moulton Ridge Road, the plan is to clean out the ditch lines and see how that works.  The quote from Gillespie is $4600.

      Depending on the weather, Bell & Flynn will start crack sealing on Cottage, Muddy Pond and Stumpfield Roads.  Drinkwater Road shoulders will be started and he’s spoken with most of the homeowners.  The quote for repairing the culvert on Rose Petal Lane is $1960, which will involve replacing the existing culvert and lowering the ditch line with the remaining apron as cobblestones.  He emphasized that this is only being done once, due to the fact that when the subdivision was built the ditch lines were not deep enough. 

     

Police Department – Chief Wayne Sheehan reported they’d signed a three month lease of $1400 for a trailer which will be paid from the fuel account.  $1500 includes a storage trailer as well.  Testing for mold will be done this week to see if it’s in the walls as well.  Recommendations include removing the old carpeting, installing a dehumidifier and increasing the air circulation.

      He’s been interviewing seven candidates for part-time officers and is doing background checks on several.  He feels he will be ready around the beginning of August to present his recommendations to the Selectmen. 

 

NEW BUSINESS:

Moderator appointment – Michael Motherway moved to appoint Harold Bragg as Town Moderator with an expiration date of 2011, seconded by Russell Perry with both in favor.  Harold agreed to moderate the tick/lyme forum on July 15th.

 

Town ParkI Will Organization Road Race, Kristin Krauss – Michael Motherway moved to approve the application, seconded by Russell Perry with both in favor.  Application from David Baker, East Kingston fund raiser, was reviewed.  They would like to hold a softball tournament in August.  Last year fees were waived in exchange for $5/player for a meal ticket at the concession stand.  Following discussion of charges for the hourly rate vs. the meal tickets, all agreed to remain with the meal ticket but increase the charge to $6.00.  Mr. Baker explained he may need lights for the final game and will pay if they are needed.

      For the July 18th Park celebration, Michael Motherway explained that he had spoken with Atlantic Pest Control, which has a natural product they can spray to deter mosquitoes.  The ingredients are 10% Rosemary Oil, 2% Peppermint Oil, with an 88% mixture of Wintergreen Oil, Mineral Oil and Vanillin.  The product doesn’t require a permit but must be sprayed by a licensed applicator.  As all agreed, the mosquitoes were a problem last year.  Following discussion, Michael Motherway moved to go ahead with Atlantic Pest Control’s application at the Town Park, seconded by Russell Perry with both in favor.

OLD BUSINESS:

Road reconstruction – Moulton Ridge drainage proposal-discussed under Road Manager.

 

Kensington PlaceA Site walk is scheduled for tomorrow morning.

 

Tick and mosquito control – tick and mosquito control policies – Russell Perry said he is still working through the tick draft policy, but does not feel ready to consider adopting it at this time.  All agreed to wait until after the forum to be held July 15th at 6:30 pm at the elementary school.  Municipal Pest Mgmt Services, Inc. recommends spot spraying if even one tick is found.  Drags so far have been negative.

      With regard to the current mosquito policy, there are no proposed changes at this time; thus Michael Motherway moved to adopt last year’s Arboviral Illness Surveillance, Prevention and Response Plan for 2009, seconded by Russell Perry with both in favor.

 

OTHER BUSINESS:

Rock Daddy’s contract – Band for the July 18th celebration was approved as well as Exeter Rent All for a bouncy house.  Both to be paid from rec budget funds set aside for special events.

 

Any other business brought before the Board

Concord Co-op Single Stream Recycling – Michael Motherway explained that they would like the town to join, but they want a 15 year commitment.  It’s a non-profit organization and Hampton has signed on.  There is a July 31, 2009 deadline to become a voting associate member.  Hampton is looking to set up a transfer station.  It is expected that trash will become more and more difficult to get rid of but increasing recycling will allow for more cost control.  East Kingston will be holding a meeting on July 14th at 6:30 pm at the Pound School at 41 Depot Street.  Anyone interested is encouraged to attend.  The Selectmen will hold a public hearing at their next meeting on July 20th to decide on whether or not to join.

Approval of June 8, 15, 22, 30, 2009 meeting minutes & June 9, 2009 Executive – Russell Perry moved to approve the minutes of June 8, 15, 22, and 30, seconded by Michael Motherway with both in favor.  Russell Perry moved to approve the minutes of June 9, seconded by Michael Motherway with both in favor.  Michael Motherway moved to seal the minutes of June 9, 2009 for one year, seconded by Russell Perry with both in favor.
